Facebook has launched new types of groups you can now create on facebook on this page here, using your facebook account. These new groups does not require your friend permissions to add them to a the group, either you can add them directly to the group and they will receive a notification for the same.
The previous groups you have on facebook will not have these features as if now as we tested, so in order to get these new features in facebook, you will need to create new groups to see these features active.
New Features Of New Facebook Groups
Chat as a group – Talk to group members in real time, or catch up with the conversation later.
Connect over email – Send and receive updates using the group email address, just like a mailing list.
Control who sees what - You control your group’s privacy settings, and only members can add friends to the group.
Share docs with group members - Create shared docs for a class project, and share it with other group members.
